what does it mean when my cat bites me whenever i or my family come near.

It very much depends on the situation. Does he bite you straight away, does he let you play for a bit and then bite?
My cat will only bite me when she smells strong perfume, a lot of cats don't like that.
If they let you nplay and let bite it could be a learnt behavior, read my page about aggressive cat behavior here on this site as it give you some info on play fighting and what you should do. if he just bites then he could be a feral cat that has never been socailsed properly in which case he may never change his ways.
