Can a Neutered Cat regrow a tescticle?

I have a 3 year old Male Doll Face Chinchilla Persian cat that was neutered at 9 months old. I had the groomer at the house to trim his hair, nails,bath etc., when she questioned me on him being spayed. It appears he has one testicle? Have you ever heard of such a thing? Could it perhaps be that at the time he was neutered his one testicle was undescended? I want some feed back before I call my vet. I am horrified.

It is impossible for a testicle to grow back, so either there is an inflammation in that area which feels like a testicle or the original operation was not carried out properly, although I find it hard to believe. I really think you do need to contact your vet and have your cat looked at, my feeling is that there is as I say either an inflammation or perhaps a growth of some sort.
