does it hurt when you cut a cats hair

I'm not sure I know what you mean.

You shouldn't be cutting a cats hair unless it is because it has glue or something in it which won't come out.

A cats skin is very delicate and yes it would hurt if you had to pull at the fur. That is why it is recommended that only trained groomers and vets groom and shave them as they have special tools which reduces the discomfort for a cat.
