cat in second floor flat

I live on the second floor.I have a small balcony and a largish roof terrace. I am thinking of getting a cat and would rather it be an outdoor cat. How could I safely encourage my cat to get down onto street level ? Is it possible to by netting or a rope, which I could put out of the balcony and my cat use that as a way of getting in and out from the balcony ? Or do you have any other ideas or solutions ?

No I really dont think you should consider trying to rig something up for your cat to climb down from your balcony.

My partner lied on a second floor for a few years with his cat and all he did was to let the cat in and out from the front door. the cat knew to wait outside the door until we let her in, we also got used to keeping an eye out for her.

I have seen some people use baskets to pull their cat up in but i really would not recommend it as the cat could easily jump out half way up.
