just curious is it normal for an 8 month old cat to still have her baby meow voice very quiet and soft, not that im complaining but i just want to make sure she is ok

yes it is. All cats are different and some cats just have a soft voice.
i have two 2 years old boy cats who meow so softly and quietly, it sounds rather weedy and girly but thats just the way they are.
I dont think there is anything to worry about at all.
