is it normal for a cat to pee white foam on top of normal clear pee?

No i don't think so, but it may just be that he is too close to the ground when he foes and this causes some form, like when you turn the tap on and put your hand right under the water flow it can causes some bubbles.

if you are unsure or if there are other indications that your cat is in some discomfort etc, it is best to have them checked by a vet as soon as you can.
