loud meow when he goes in the basement

We have a cat that has his food and litter box in the basement. When he goes down there, he meows in a deep crying, that is not his normal cry. Is there a reason that he does this? He is neutered and has never been outside. He's done this for several years. Just wondering what he's trying to say.

Ah if only we could understand our cats.
Perhaps he is just calling to make sure there are no other cats around. He may be making the noise out of pure habit. It may even be a contented sign that he is going to get some food.

Unfortunately all we can do is guess. Every cat is different and they use their calls in their own way and in response to their own circumstances.
