why is my adult male cat always licking my male kittens rectal area??? He is causeing it to bleed.

Hi this sounds to me like an over anxious cat. often cats will over groom when stressed. Your adult cat may just be a little over protective of the kitten and is becoming a little anxious about it. It is important that the cat does not lick to often as this will as you say cause the kitten pain and bleeding. try to stop him licking it by distracting him with games etc. perhaps a few more toys about the place and some more time with you is needed at the moment to try and relax your cat and focus his attention away from the kitten.
