Ive got a kitten that Ive had for about 2 weeks. He is about 8 weeks old. Sometimes when he goes to the litter box, either to pee or poop, he will meow. He digs in one spot all the way to the bottom, sits, then changes his mind and goes to another spot. He does that a few times before actually going. And he will meow before he goes. Is this normal?

Yep sounds normal to me. Cats are very fussy about using the litter tray and everything has to be just right. Some cats are worse than others nut my own cat is very fussy and it can take her ages before she is happy enough to actually go.

As long as you are sure he is able to actually go ok with out pain or difficulty then i wouldn't worry. If you do suspect any actual physical problems then a trip to the vets is probably the best option.
