If both male and female cats are fixed, why does the male continue to try to get with the female? Is this normal?

i have heard of this before. i think it is more instinct than sexual desire driven by hormones etc.
Although I have never experienced this myself, I have heard from friends that their neutered male does still attempt to mate with either other cats or even peoples arms etc. I don't think there is any thing that can be done about it.
