Stray Cat not pooping

I have got a cat who was outside and starved but now he lives inside with me and he is eating just fine but he will only pee not poop why?

you do not say how long he has lived with you inside. if it is very recent then he may be suffering from constipation due to the change in food and the stress of change of environment. it is not unusual for the digestive system to become unbalanced when changes happen. i have a web page about cat constipation and what to do here

If the situation carries on then you will have to take him to the vet. in fact as he was a stray you cannot be sure if he does have any medical conditions or illnesses which could be also causing this problem and so a trip to the vets would be advisable anyway.
