My neighbor had just cleaned their yard, which they have never done before, and i noticed that this stray cat has been on the fence and meowing softly towards the neighbors backyard. Could the cat had kittens in the backyard and the neighbors found them? Or its mom was caught? Should i help it out?

It is difficult to know what to say in cases like this. If you get involved you are effectivily taking responsibilty for the cat and you will have to continue looking after it.
If you decide to take care of it you could leave some food out for it and see if it is happy to take it and to hang around for you. If he is a feral he may not.
Perhaps you could sprak to your neighbours and see if they came across any signs of cats in their yard.
The only other option is too leave the cat alone, cats are normally very good at looking after themselves and if he is looking for a new home i'm sure he will find one.

I wish you all the best with this sitiation, if it were me i know i would want to take care of it, but it is a responsibility that comes with vet bills, neutering etc.
