Weight and my cat

I have an 11 year old male neutered cat that is on a restricted diet of 3oz of higher protein food. He's been on this regime for about two months, but still hasn't made any weight loss.

I've had blood tests done and his stool is normal, but still no loss.
Any suggestions on if there is another problem here.

Does the cvat get much exercise or is one of those cats that sits all the time?
Try and get it to run around every day chasing string etc with you. As you know diet alone rarely works.
I've alwasy believed that you should vfeed an older cat less protein as this is what gives energy and if the cat is not burning off those calories thats why they put weight on. See my page about cat diets. https://www.our-happy-cat.com/cat-diet.html (cut and paste into browser).
