what does it mean when your cat has white stuff around her mouth

well it sounds to me like she may be producing more saliva than normal and it is drying around her mouth before she gets a chance to clean it off. this normally happens when there is more saliva than normal.

Clean it up with some warm water and see if the issue returns. if it does there may be something irritating her mouth and stimulating the saliva production or there may be some other cause for the over production. At this point you would need to go and see your vet.
But for now just monitor your cat for a few days. It may simply be that she has dribbled a lot after eating or sniffing catnip which can cause lots of dribbling. See this video on my page as an illustration of this
