My cat is unable to go to the loo

My cat is having trouble using the litter box she is sixteen years old. She has defecated tho' only about twice very little hard stools. I believe she is still able to urinate. However she goes in and out of the litter box and just sits there. Sometimes I notice she is outside the litter box doing what appears to be trying to go outside of it tho' still nothing. I put a teaspoon of mineral oil in wet food and wondered if that is safe ? It is not really helping. I also tried some lactose free milk.



What does this sound like and can I help her ?

Cat constipation is common in cats who are less active or who do not drink enough fluids.
