Strange stray cat behaviour

What we think is a neighbourhood cat visits our house quite often. Recently I've noticed she is very skinny and when i offer her food she eats all up like she is starving. Also i sometimes leave out water or milk and she drinks it all in one go.

Every time anyone pets her she starts to roll about on the ground. I was wondering since she's already seems to be skinny and very thirsty, could the rolling on the ground be a sign that some things wrong?

No I don't think the rolling around has any bearing on her health. Most cats will roll around when they petted, it is a normal behavior.

I would say though that if she is a stray it is quite possible that she has some health issues and this could account for her weight loss.

A pet cat would be taken to the vets and treatment offered but a stray cat is unfortunately more likely to die much younger as they do not receive any treatment.

weight loss can be a symptom of a thyroid problem which is treatable but does need to be treated sooner rather than later before the weight loss becomes too severe.

Of course if the cat is not getting regular food then this too would cause the cat to be very thin.

Perhaps you will be able to take her to the vets if you decide to take care of her as your own.
