male cats mounting each other

i have two male cats both are fixed but the one cat keeps mounting the other why is this and how do i make him stop?

This must be instinct rather than anything else. I must admit I don't know of any solution to this apart from making sure the cats live in a stimulating environment where they can exercise all their other natural instincts such as hunting (not live things), playing, climbing etc.
