Lethargic Cat, Eyelid's half open, not eating/drinking much

Since this morning, inexplicably, one of my cat's eyelids remains half-closed and he is very tired/lethargic. He is eating a little bit but I haven't spotted him drinking much. Also he was drooling a little bit after I put on a new flea collar. I'm reticent to take him to the vet because they will fleece me. I purchased eyedrops but am not very comfortable putting them in his eyes, and neither is he. Could you help me please?

First take the flea collar off, he may be reacting to it.
See how he is with the collar off for a day but if he is still the same I strongly recommend you take him to the vets. i can't say what could be wrong as there are so many possibilities from poisoning, a virus, a allergic reaction to perhaps something to do with the brain. I really don;t want to scare you so as I say take the collar off, keep him in, give him lots of piece and quite for a day but as I say if there is no change, Please take him to the vets, you can always ask for a quote before any treatment is carried out.
