what is wrong with my one year old cat

we find him when he was about 4 weeks old he is wild and deaf. Starting yesterday he get paranoid and runs trough the house like crazy then hides under the bed for a long time. when he was tiny, he would wake from a nap desoriented and run a little and was ok now it's worse now is it a problem with his brain.

Have you taken him for a general checkup at the vets? If not then you should really, at the very least you need to have him vaccinated and neutered if he is not already, this is basic pet ownership.
The vet will also be able to give you a bill of health for him, so that you know what you are taking on.
His behavior could be caused by so many things it is impossible to say what could be causing it without a physical inspection.

I have a male cat about 3 yrs old, and for the past few weeks he has started licking his fur off of none side,and I'm concerned as to why?
