9 month old kitten, 3 year old cat.

Is it normal for my 9 month old un-neutered male kitten to be chasing around my 3 year old spayed cat? and if so will he stop after he is neutered?

yes, the instinct is strong and they can and willl go after any cat available.

yes having him neutered will help to calm him down and stop this behavior.
