Almost 19 y/o Cats's Tail Won't Go Up...?

What has caused this instant tail drooping? When lifted, the tail won't support itself and stay up on its own. I had a previous cat who had this problem (among many) who died soon after. Basically, I am just curious as to what causes this among cats of old age..?

Normally when a cat has problems with their tail like this it is down to some sort of paralasis in the base of the spine.
Now what causes this I am not sure, not being a vet. I would assume that it is some sort of truama to the back or tail. However wheather their is some illness that can also cause this I cannot say.
May be someone else here will have experienced something similar or has some vetinary experience.
I hope it is nothing serious.
