Burmese cat still mounting after been castrated

Why is my 2 year old castrated Burmese still attempting to mount his spayed sister?

You did not mention how long ago both cats were spayed / neutered. If it was only recently then their hormone levels will not have dropped yet and this would still encourage them to display this sort of behavior. Hormone levels can take several weeks to drop significantly.

If it has been some time ago then it may simply be instinct. Sometime cats still get urges not because they know why but they have some sort of memory instinct. However this is usually very spasmodic and may only occur a couple of times.
