well it depends if he is passing water or not at all. If not then it sounds like he may have a UTI or a blocked urethra. In both of these cases it needs urgent vet treatment i'm afraid. Please see this page for more information

If he is passing water but not able to pass stools then he could be constipated. See here

The only other thing it could possibly be is blocked anal glands and again he needs to see the vet as soon as possible.

sadly if you own a cat there is no option but to take them to the vets for treatment. If you cannot afford the vet bills then unfortunately you should not have a pet as it is a fundamental requirement for caring properly for a cat.

You may have to take him to an animal charity and hand him over if you cannot afford treatment. They should be able to treat him and then rehome him. Sorry if this sounds harsh, but it is a simple truth i'm afraid.

best wishes and I hope you can get some treatment for your cat soon
