Diabetic cat and bald spots.

My cats keeps getting bald spots on his back. He has diabetes. Can diabetes be causing these bald patches? His hair never grows back.

I am not a vet and so cannot say for sure whether or not the diabetes is causing the bald spots. However I doubt it. It is more likely some skin allergy or parasite issue.
I don't know if you have ever asked your vet about these bald spots or not. If not I would have them checked out, it may be something that can be easily treated.
