My cat kicks his legs in air then ran away.

My cat keeps kicking his back feet into the air as if surprised then runs a foot and starts licking himself, what up?

i would check for fleas, or mites. This behavior could indicate that your cat is some sort of distress due to an irritation. Please see these pages for more on possible skin problems
