young female cat

I have two female cats that are the same age, less than a year old. One has begun to writhe around on the floor, rolling and what seems like crying. She continually sticks her hind end extremely in the air and paws at the ground while it seems her stomach and back twitch. It is a very abnormal behavior and she does it at everyone's feet as soon as they are near her. Is she in heat or what is going on?

Hi sounds to me like she is in heat. If she is not spayed then I would definitely say this was it.
